Dr. Sylvester Dickson Baguma

Dr. Sylvester Dickson Baguma is the current Director of Bulindi Zonal Agricultural Research and Development Institute (BuZARDI). He has a PhD in knowledge management from Loughborugh University focusing on organisational memory and intellectual capital for learning and innovation. He has two Master Degrees (Agricultural Science -MAK and Management Information Systems – Cranfield University). His Bachelor’s degree was in Agriculture. He has postgraduate diplomas in Modern Management and Administration and also in Monitoring and evaluation. He has attended several skills development courses in various countries across the world.

Dr. Baguma works towards strong institutions by developing and building requisite institutional policies, procedures, individual competencies, group capabilities and organisational capacities. He has very good knowledge and skills in several project collaborative tools like TalentLMS, Jamboard, Moodboard, Padlet, Mentimeter, Kahoot, Befunky, Genially, MS-Teams, Google Docs, Zoom, Skype. He is good in handling various quantitative and qualitative data analysis packages like STATA, SPSS, Genstat, Nvivo, and Atlas-Ti.

Dr. Baguma has proven experience in designing and implementing strategies and related activities for impact using a Theory of Change. He has demonstrated leadership and guidance in developing organisational policies, strategies and guidelines. As the Chair of the NARO Intellectual Property Management Committee, he is promoting the commercialisation of NARO’s agricultural research technologies and innovations. He has been guiding and supervising processes of packaging and disseminating agricultural research information and technologies for target user clients in addition to publishing new agricultural research knowledge.

Dr. Baguma has a wide practical and theoretical experience in research planning (strategic, medium and operational), priority setting, setting up and managing Management Information Systems, knowledge management and project management. He exhibits high level of expertise in multi-stakeholder process, workshop/meeting facilitation, designing and implementing participatory M&E systems. He has conducted several monitoring and evaluation assignments within and outside the region. He has also facilitated many workshops and meetings for FARA, CTA, ASARECA, NARO, IFPRI, and several NGOs and CBOs.

Dr. Baguma has mounted and managed various capacity building programmes in Uganda and beyond especially in project planning and management, monitoring & evaluation and management information systems. He has led many task forces and teams even in complex situations. He has good interpersonal and writing skills.

Dr. Baguma has published textbooks, chapters in textbooks and several articles in refereed journals. He is a member of several professional bodies.
